Parliament to Vote Today on 22nd Amendment and Judicature Amendment Bills

COLOMBO, September 25, 2026 — Parliament is scheduled to vote today on the Twenty-Second Amendment to the Constitution Bill and the Judicature (Amendment) Bill, as the Second Reading debate on both pieces of legislation concludes.

The votes are expected to take place this evening following the completion of the parliamentary debate.

The Second Reading debate on the Twenty-Second Amendment to the Constitution Bill began yesterday (24), with lawmakers debating the proposed constitutional changes ahead of today’s vote.

The Supreme Court’s determination on both Bills was presented to Parliament on Tuesday (22) by Speaker Dr. Jagath Wickramaratne, setting out the constitutional requirements for their passage.

According to the Supreme Court’s determination, the Twenty-Second Amendment to the Constitution Bill does not require approval through a referendum and can be passed with a special two-thirds majority in Parliament.

The Speaker also informed Parliament that the Judicature (Amendment) Bill can be passed by a simple majority.

The voting process today will determine the parliamentary outcome of both Bills following the conclusion of the Second Reading debate.

The two Bills are being considered separately, with different voting thresholds applying to each based on the Supreme Court’s determination.

The conclusion of the debate and the scheduled votes mark a significant stage in the parliamentary process, with the outcome determining whether the proposed legislative changes proceed to the next stage.
